bug Weird bug with npcs

I get this weird bug with npcs in diamond city and after i visit diamond city it happens to npcs everywhere. this is on next gen and on pc

Looks like Marker/Sound Marker in CK.
Have you ever tested without DiamondCity-PreVis-Ambience.esp?

Disable mod/-s which affects NPCs. Then try to get that puzzle back together one by one...
