Is there mod to make all female NPCs busty?

Basically the title, I did search but everything seems to target the player character or companion. Just want all the female NPCs busty (some variety would be nice but might be asking for too much). Also do mods for normal Skyrim work on the Special Edition version?

By default all NPCs of a given gender use the same model, including your player character.  Any body mod (BHUNP is my personal recommendation, but there's also UUNP and CBBE) will give you busty women, just choose a preset, modify the sliders to match your preferences, and build the body.  You'll also need a clothing replacer to match; otherwise, they'll only be busty when naked.

 

Some mods for LE work in SE/AE, but mainly just mods that add quests and scripts.  Models and textures are hit and miss depending on the exact model and/or texture format, and anything in an archive instead of "loose" files probably won't work without extracting them first.
