All things considered, it's a fairly simple edit that can be done relatively quickly in GIMP. The biggest time consumption is the cropping.

I don't doubt it's simple, but I'm terrible with them. I've used Paint dot net, and I can do some very basic edits, but recoloring? I take a long time trying to select just the skin, and even if I do make it, all I can get are orange or red complexions. 

I just downloaded GIMP and I see even more numbers and icons, so I'm already feeling defeated lol. I just wish more modders did dark skin edits;

It's fairly simple; the hardest part is to crop it properly so that it looks good along all the edges.
After that, copy what you just cropped to a new layer, make that layer a "grain merge", and make it completely black.
Then copy that layer again into a 3rd layer, make that layer "soft light", you can adjust the opacity of it, I turned it to 70% for that showcase.
Then turn up the saturation on the original skin (layer 1) to make it less ashy.

Again, the most labour-intensive part is the cropping; the rest is just turning a few knobs and knowing which ones to turn.

As for saving that texture, you'd still have to use paint.net, GIMP doesn't really work with those formats, but it's as simple as copying from GIMP over to paint.net .
