A "best voice mod" for SL is not a thing. It doesn't exist.
There are only somewhat varying degrees of bad.
SL itself may be indirectly partially responsible for that due to its limitations.

 

It may be best to not use any sounds and playing loud music instead to counter the resulting awkward silence 😄

Or you could make some sound pack yourself, it isn't that hard - except for the very annoying SL limitations, so you can have only a few sounds that apply to every single situation no matter what is really happening.

The best sound implementation i found so far, is to make new high priority "hurt" type dialogues, categorized by voice types and situations, each category having a special keyword or faction condition for the actor.
Then you make a patch for SL, to make SL give the actors that voice/situation faction or keyword corresponding to the situation and position of the actor, and to keep causing tiny damage to the actors while the animations are played (could be done even without any scripting via periodically damaging spell added to the actors) - and that makes them say those "hurt" sounds using game's native functionality.

Advantages:
- Minimum scripting
- Great flexibility to cover all kinds of situations (no more weird moans when an actor is sucking a dick, instead they make a situation-appropriate sound, etc.).

Disadvantages:
- None

Short version: They're all just different flavors of shit, and you should make your own if you have the skills to do so.

 

Long version: At one point, or another, I have tried literally every SL voice mod that has ever been made, and they all have issues. Most of the voice mods you'll find here make use of badly clipped porn star moans, voices ripped out of other games, Etc. and I had to fix the audio on most of them just to get the sound levels to match the rest of the game, and all that work, just to make use of mediocre voices at best. Screw that! 

 

I started by using SL Vanilla Voices, and SL Auto Vanilla Voices, which takes care of most of the NPCs using vanilla voices, but I had to tweak the audio files included with that mod, because many of them are terrible. This was okay for most vanilla NPCs, but I needed something better for all those custom voiced follower mods, and a female PC.

 

I HATE the original voices and especially the terrible sound effects included with SL, so I finally made my own replacer, which essentially just replaces them with clips I spent many hours editing, using various NSFW voice assets. including some I purchased from certain well known NSFW voice actresses. Trust me... It was well worth a couple hundred dollars to pay a professional NSFW voice actress, rather than spend days searching for decent audio clips. Even this suffers from the limitations of SL, because the clips have to be short enough so as not to overlap.

 

Before you ask... NO. I won't be posting this mod here, because I don't have permission to publicly distribute some of those files.

well IVDT 1.4.0 Hentai Edition V4 & Voice Packs 4.2.0 is my personal favorite, it not based on SL but on Intelligent Voiced Dirty Talk SE 1.4.0. The mod not only have huge voice packs but also have a very immersive expressions system.
The downside is that it took pretty long to set it up and sometime a bit janky but I can assure you that's all worth it.
