Funny I had my mods in a similiar order and it was working fine and then I saw somewhere that rice, CFP and expanded mods near to be near the bottom and that fkd my shit up. Go figure going with your gut is right.

If you're using EPE, it's because of an incorrect load order of your mods. EPE is sensitive to the load order.
