Is it against any rules or TOS to use assets from other games?

As title implies, is it against anything to use assets from other games so long as the content is free and credit is given?

Depends on where the game assets are coming from and the permissions applied by the original game.  For instance, CD Project Red has open permissions on The Witcher assets, so they get used and re-used frequently in other games.

Fallout 3, made a massive bunker in the game and started wanting to poke around the games limitations to see if I can get a Fallout experience in it
