Transparent vinyl raincoat

Greetings. Do you know if there is something similar to this for the Sims 3? It is a transparent vinyl raincoat.

Unfortunately, I haven’t yet been able to figure out how to correctly convert meshes from the Sims4, it turns out to be some kind of mess apparently I’ll need to master Blender.

Transparency is Something the Sims 'can' do, but when you add multiple layers - the illusion is lost as they fight for that channel - you see it mostly on hair with a window behind. If the window is in front it seems to be normal. With the addition of several transparency outfits from LadySmoks and others - the issue compounds.
