Any way to change an apartment lot to something else?

Not sure, if it is possible to do that, but I think you would have to edit the neighborhood data within your save file to change the lot type (should be possible using Sims 4 Studio, at least in theory).

However, AFAIK, apartment lots are fundamentally different from all other lot types, due to how they more or less have multiple lots nested into one (they might even be a "mini-world" of their own, if the devs felt like doing it that way, back when they created City Living). In any case, they are somewhat weird and the normal rules don't apply. Considering how much the game relies on things going the "intended" way in some other regards, I'd expect that changing the lot type would very likely break the lot, probably the whole neighborhood/world, and maybe even your entire save.

 

If you need more "regular" lots, try cloning one of your existing game worlds (there's a mod for that by Zerbu, which you can get here: https://zerbu.tumblr.com/post/190411006875/the-sims-4-mod-copy-worlds-experimental). This has a few quirks, but nothing too drastic (just read the whole mod description and you'll be fine).

Do note though, that apartments are a special case for this as well, since they apparently cannot be copied properly.
