Losing armor texture & body shine

ANyone know why I'm losing texture like the PC Belt, and body shine when I go to different locations, also when coming in and out of buildings???. 

 

The textures come and go for some reason.  This use to happen to me in LE and now it's happening again on SE

Maybe a mod like Wet function redux? Is available for LE and SE.

Or a mod that adds effects to a slot that also conflicts with the belt slots?
