It seems like it's not just the usual break. Two major modders are saying that they might stop modding/pausing HSR because the mods will be absolutely destroyed and won't be able to mod unless they just make new mod for all characters or something. 

 

Think it was Sora and Slap who said something along these lines. A little worried, but hopefully it is the usual just a small break.
