Play .swf file

Hello,
I would like to create a perk replacer and am looking for a good program to play .swf files. I found a few free players through googling, but none of them were able to play the Fallout 4 .swf files. Does anyone know of a program that is guaranteed to work?

Depends on what file format it actually is. You might have to extract the files out of it before you can play them. Like skyrim uses fuz file format and to look at them or listen to them you had to use a tool called unfuzer to change them to a format you could listen to as well as change sound files to fuz format. So you might have to convert those files or extract the files from them to be ablet o listen to them.

Somehow no program or online app I tried to open the swf files of fallout 4 wants to work.
Is there another way to find out which perk is in which swf file?
