This also goes for the other two questions you posted as separate threads:  You need the Inappropriate Unlock.  It's found right here on LL.  It used to only be necessary for Patreon users, but after HSY showed more of teens being teens Turbo found sex between teens a bit more cringey.

Teens also need to have a trait added before it's game on, so be sure to read the description.

Set the settings for teen-adult in WW settings.

Make sure the teens have the post puberty trait. There's a mod for that which automatically sets the post puberty trait after as many days as a teen that you select, but the mod author didn't include their modder name in the package name, and I forgot where I got the mod. ww_add_post_puberty.package + stuff.
