So either reinstall XPMSSE and overwrite SOS if you're using manual installs or NMM, set different overwrite rules in Vortex or move SOS above XPMSSE in the left pane of MO.

Loaded XPMSE before SoS in the vortex rules, skeleton still works but problem isnt fixed

I think you need to enable all the style settings in the MCM and make sure the cloak effect isn't disabled (that's another setting in the MCM). And even then you can't have things like shields on back. Nowadays we have things like Simply Dual Sheath and Immersive Equipment Displays which handles equipment position and display way better than vanilla (ex. a single weapon) and doesn't rely on XPMSSE scripts to work. I actually have duel sheath, but that doesnt seem to really work for NPCs either which tbh isnt to much of a big deal, but its the fact that XPMSE doesnt seem to want to work for NPCs at all when it comes to that but i'll check it out
