I know there's a mod that lets NPCs "relieve themselves", but just random cum on people...never heard of that...

this one has visible cum effect, but read the modpage it seems to be buggy...maybe you can combine both

Thx. Some good ones there. Cum on Anything requires Dragon Souls. I just started the game, so I cant get those now.

This might also work. It mainly focuses on allowing you to cum on clothing and layer up to 8 cum textures on top of one another but it also comes with spell books that allow you to instantly cum/layer cum on people.

 

From the mod descrip:

Of course it doesn't have jerking off but it gets close. I have it downloaded and I love it.
