I see where there's a way to play fallout 76 now off line.  So does this mean there will be mods being made for it or should I just give up on the game and hope I'm still living when fallout 5 finally comes out.

There is still absolutely no way to play fallout 76 offline. The features you are thinking of are a private server where you can play the game alone. But you are still online on a server connected to bethesda's systems.

I know what you thinking, but besides very basic visual mods i cant see mods being a thing in F76 (not that i play it, i may add)
unless they do a FF14 and allow ONLY visual changes, and to that we would need a "hot swapper" (like FF14 or most Mods for online games have) so only the person with the changes sees them whiteout directly changing the game files.

TLDR: Nah, mods aint commin

Square Enix allows visual mods? Back in FF11 I modded the hell out of it and altered maps such as my mog house with other areas. SE would ban accounts that altered their files back then.

theres a ripe FF14 modding community, the only reason as to why they havent made sex mods is because they cant (mmo, server things, etc)
But besides that you should find an absurd amount of mods here:
-Nexus mods
-https://www.xivmodarchive.com (this is the main one where you would find most things)

Note that you need an account to see the "spicy" stuff on all 3 sites, but so far you can mod pretty much everything, ofc its not at the level of Skyrim modding but its still quite ripe.
(Also, you need the "hot swapper" called TexTools, this allow you to change textures and stuff without altering your Files, meaning you can change them even mid game..somewhat)

I have to be clear, they allow mods but using insane game changer mods is entering the "red zone" (Pvp stuff mostly, like wall hacks or things to see CooldDowns of other people, you know the deal)

Green Zone (oficially allowed) is UI changes and Retextures

Grey Zone (No one has ever been banned, but the devs nor support or condem those mods) is Body changes, Meshes changes, Animations, voices, etc.

As to why they allow it, they gave MOSTLY direct control of the game to the Devs, SE is basically a publisher, in paper SE controls everything in the game, in practice the devs can do about anything (and thats why overthrew WoW and pulls such absurd player numbers)

Bethesda should really be smart about it and just release Virginia DLC for F4. I would gladly play in that enviroment with the new monsters and shit but offline and with all my mods.
