In short, this is a small experimental mod - a bath for NPCs.

Actors can only be recruited in the imperial city on the street - hover your cursor over them and if they have the right behavior, they are memorized.

 Such a choice so that they can leave the bathhouse, the player can also wash by pressing the button (on the wall in the bathhouse), only while standing.
That's all, that's the main thing you need to know.

The location is located in the Imperial City in the Trade District

Two entries can be deleted in the esp.
The AbandonedMine.  Only a unchanged vanilla door in the cell.
And empty cell ICMarketDistrict04  ( whole Block 0, 0 can be deleted )
