I have a mod that lets me automatically switch outfits but sometimes you end up naked before it can process the change, it would be very annoying to get arrested during that period. Combine that with the fact that I am running zaz prison overhaul and yeah, it would be a pain.

I can't remember if there was an option to have being nude a crime, but you could choose from preset personalities, which would in turn would determine how you reacted to being nude. If you were shy, for example, your character would immediately attempt to cover up his or her privates when nude, etcetera. It would also effect NPC disposition and the like. I think a similar system would be an awesome addition to Skyrim, and your idea would fit right in with that sort of mod.

I would love that idea so much on Skyrim, to add more personality to each of my characters while they're naked would be neat

Google it yourself coz it will lead you to several dl-sites and I don't wanna post it here for legal reason. Anyway, they are for Poser V3-V4 and could be converted here...if someone skilled enough to dare XD. I'll leave you for now with this impression.....
