Remove all your Mods/CC and start with Wicked Whims + Animations only. Delete your localthumbcache.pkg in your TS4 folder. Retest in game. If problem still persists try doing an Origin/Steam Game Repair next. Assuming you have a legit game version installed and not a cracked game.
