world isn't loaded correctly

so, just started a new savegame and wanted to settle my sim in Evergreen Harbour.... but than I found this (see pictures)

anybody knows why? maybe a mod? just before I start the 50/50 method?

I don't know for how long this problem exists, because I usually don't play this world. I tried with older savegames, but still it occurs. and only in Evergreen Harbour - I tested all other worlds, this is the only one.

And it happens on all lots.... ?‍♂️

I'd guess it's a bad or corrupted game map so try doing a game repair first.

did not fix it :(
I was just curious, if anybody knows of this problem and could just say "mod xyz is causing this" :D :D (hope never dies) - but I gonna start with 50/50 method ... :D

UPDATE

after I put a new (CAS) created sim in every household/living lot (sorry, don't know the correct english expression) the world is loaded correctly :D I removed then every sim again, from the households and still the worlds loads properly ?

maybe I am going to dig deeper, but for now I just wanna play *lol

Now that you mention it, I did see this in Evergreen Harbor, but for me it was after I got Snowy Escape. Which I just got maybe a little over a week ago, not sure if that makes a difference. I haven't seen where there has been any issue with the game beyond a visual effect, though. Thought it was just me and I kind of stuck to the back of my mind and just went on with it. I'll keep an eye on my game and see if it has any effect.
