Issues with hardhips beggar mod

So I just got into FO4 modding and I was and still am having a rough time with it but I've figured out how to get most of my mods working but the one I'm having issues with is Hardships.

So basically when I go into the MCM and turn on all the options and exit the menu none of them activate, when I go back the the menu they've all been turned off.

 

Any know any solutions or have a link to a video on how to exactly install it, I've googled it and even followed along with the installation process but all the info it gives is basically "just install it and then ---". I'm pretty sure I've done it right but obviously I'm missing something. Any help would be appreciated
