Issues with new game: Main quests not given specifically "The Golden Claw" from Lucas

So this is not my first go around in skyrim.  I do run a heavilly modified game, but I've never had this particular issue until now.  When I get to Riverside and go into the trader I hear the usual bickering, but when I talk to Lucas his responses for the questline are not voice acted, and it seems like silent voice is taking over.  In addition he never gets to the point to ask you to handle things so the golden claw quest never comes up.

I've checked my load, and I'm not seeing any mods that would affect quests like this.  I've removed the few that I was unsure of and still the quest isn't coming up.  This goes so far that even Farengar won't give out the quest so I can't progress with the story.

Is there a known bug here?  Or do I have a bugged mod?  If so any guess which would be it?

One thing that sticks out, it is generally recommended to not install the game within the "Program Files" structure.  This may not specifically cause the issue you describe but it might be better to have the game installed to something like C:\Games instead.  This is because of the way Windows treats Program Files directory.  You may check the guide in my signature by JustDon't for Skyrim Special Edition, there are a few things in there you may find useful in working through the issues.

I think that might have something to do with the mod manager you employ. I use vortex and the default file folders and everything works fine and dandy. For MO2 or NMM? Idk... maybe it's better to use a non-default installation.

i would try to load a save or 2 before and try again  to see if the bug reproduce .   you can restart a new game ( at the beginning it is less painful ) and see if it has the same issue .

it happen to me to be stack with the girl staring at me out side while following her . and reloading a save before did the trick .

 

you could use xedit  and see if some mods are overwriting the quest  .

So I've actually already done the reproduction.  I noticed the bug partway through a new playthru, and created a new character to test.  I did solve my issue with your hint about xedit (SSEEdit).  The quick and dirty is it was "Devious Adventures" that was causing the issues.  Removing the mod solved it.  I'll include my process here so anyone else with similar issues can hopefully solve their issue.

 

1. I downloaded SSE Edit, extracted it to a known location, then set it up as a tool in Vortex.  This makes sure I bypassed any needed setup on the SSE Edit side as Vortex just hands everything over for me.
2. I opened up all mods.  Usually when using SSE Edit you want to go one at a time, but as I'm not cleaning up mods and instead trying to find the one that overwrites the quest I opened up everything.
3. I searched for the ID MS13 (The Golden Claw's quest ID) and found multiple values.  This was difficult to descipher as I am not a Skyrim modder (yet) but if you keep searching you'll keep finding every line that applies to the quest.
4. Eventually I stumbled on a key that had key words that applied (Lucan, Quest, begin...) and I could see that Devious adventures was overwriting the quest.
5. I removed Devious adventures and started the game.  Low and behold everything is running properly now.  This may have also been the cause of the game crashing out on me when I tried to recruit sofia, but I'm not certain there.  Willing to reinstall her and test.

 

Hopefully this helps someone.  There are a lot of youtube videos on SSEEdit (xedit) so help is out there.  I'm now off to the mod owners page to let him/her know of the bug.
