Can't Edit the Details of my File

I can't edit the details of my file, I get this message every time. Is this some new safe measure to prevent spamming or something? I'm not spamming, I've uploaded a new version and need to update the page to reflect what's new. So what's going on here?

 

It hasn't been deleted, it hasn't been moved and I created it last month...

@CPU I did a few hours ago change a few things and got it to work, but thanks for letting me know why for sure.
