You really don't need the MPreg mod, or Sexbound Tweaker, to enable that.

The pregnancy plugin configuration file has plenty of options to enable this feature without breaking a sweat;

Of note, either "Free-for-all" (which sounds like a really cheesy wrestling joke in there) can do that, but if you don't want rampant pregnancies on everyone by everyone, try just adding "male" to the list of genders that can get pregnant.
