Does anyone know of a mod for the Sims 4 that can establish BDSM relationships such as; dom/sub, slave/master, daddy/girl, etc.

You're in luck, this release not too long ago.

 

 

I've downloaded it, but haven't tried it out yet, so I can't vouch for it, but it seems good. Add some BDSM animation packages and you should be set.

Devious Desires (f95zone.to / amlgames.com) allows to assign Dom/Sub to sims and to play rough / aggressive animations properly respecting the assigned roles. Anyhow it's less about relationship between sims.
Ella Noir's mod add much more to the relationship implementation.
