But i do have ZaZ -Extended-Skeleton (ZeX) installed

If you have mod organizer check for mods overwriting zex. If you don't have Mod organizer try looking at presets you may have. I had a preset that caused this exact issue. The issue disappeared when I disabled the offending preset.
