Annoying water glitch when using Skyrim Reloaded

I'm running Realistic Water Two, Water Color for Realistic Water Two, Depths of Skyrim, Patrician ENB, and Skyrim Reloaded (but ONLY for the underwater effects) and any time I have the "underwater" effects turned on in the Skyrim Reloaded ini I get this:

And if you look closely you can see the tree line and some other stuff. It looks like some kind of filter or something.

I should probably also mention that I built a new computer recently and my new one uses an NVIDIA graphics card while my old one used an AMD card. I was not having this problem on my old computer. I have tried "the obvious fixes" that I have been able to come across (editing certain things in the Skyrim Prefs ini file and that kind of stuff) but the only thing that makes that go away is turning off the underwater effects in Skyrim Reloaded.. which completely defeats the purpose...

I mean, this is a nice tutorial and all but it's not helping me solve my problem.

 

This issue seems to be entirely on Skyrim Reloaded. I don't know if there's some kind of graphics card settings I don't have turn on (or off) or if it's some Skyrim prefs ini setting or what. The issue is present even with the ENB turned off, that's why I'm saying it seems to be entirely on Skyrim Reloaded.

It wouldn't be that you have too many mods trying to do something with water?

I considered that but it didn't seem to be an issue on my old machine. Everything worked exactly as I had intended. I'm wondering if it might actually be my graphics card or something, I did make the witch from AMD to NVIDIA, but then this is probably something that someone else would've brought up. I guess I could try removing some mods to see what happens. I know at least one of them (Depths of Skyrim) is used as a master in my DynDOLOD esp file though...

Yeah, I tried removing all other mods that had anything to do with water and the results were the same.. how annoying...

 

I guess this is payback for solving my cell border crashes or something..

Ok, I just noticed something interesting with the grey filter bug. When I hit the pause button to bring up the quests menu and all of that stuff while underwater the stupid bugged out filter goes away. Whatever is causing the issue seems to be, I guess, on that channel(?)

 

I don't know what could be causing that though..
