Start with buying just the base game on sale and add packs when on sale. I use Origin myself and you can sign up for free. Most mods don't work on cracked games anyway.

That's how I got Sims 4. Last November when Sims 4 was on offer for a similar price. It worked for me as I've bought the physical disc but the library lost my copy and customer service was terrible. The code was used on my Yahoo email but they insist it was on my Google email but I haven't created one. granted I have to rebuy Get to Work again as well. If they didn't do this Origin thing and kept it how the last three sims games worked. One code for the disc but it can be reused as long as you've kept the disc rather than a purely one use code.

Well if you had a physical disk all it had on it was an Origin install and a code to use after you set up free Origin Account. Legal versions of Sims 4 can only be downloaded from either Origin, EA, or Steam. Your Origin or Steam Accout always has a record of your purchase history so you can use it to download sims again on any other computer you own. Yes you can buy a code online and receive it by email but it still has to be redeemed at EA's Official sites to download.
