What is the best way to get out of the restrictive camera setting to allow you to take pictures of your character and other NPCs? I have seen many pictures like that on the site but I cant figure how to implement it

There are two ways to do this, the 'ghetto solution' and the 'ultimate technique' :).

 

To just turn the camera around and show your character from different angles you press and hold down the scroll wheel of your mouse.

By moving the mouse you can then change the camera angle, zoom in and out by scrolling. This technique has its limits.

 

But a much better approach is using the console command tfc - it's short for 'toggle flying camera' (or free camera). With this command active you get a kind of 'out-of-body experience' and the viewpoint changes to an exterior view. Movement control keys now move the camera while your character is standing still. To return to normal view and movement just repeat the command (as with every toggle command).

 

There are also dedicated mods to do this but I find them rather pointless, for about any ordinary screenshooting purpose this console command is more than sufficient. Some of these mods even offer slow-motion effects.

One additional command that might help is tm - 'toggle menus'. It temporarily disables the HUD and targetting/sneak reticle.

 

Not a factor for myself because I prefer screenshooting with the console active which freezes time and makes the HUD disappear anyway. All that's left is the tiny console command prompt, easily removable in Photoshop. Clear the console from every on-screen command with the command cls (this one must be lowercase as opposed to about every other console command!). It's not "Claudia's Little Secret" but 'clear screen'.

Hehe, silly me with my tunnel view just assumed it was an Oblivion-related question. But it probably is for Skyrim. Scratch those links then.

 

Though the console commands are still the same regardless of the game (Oblivion & Skyrim at least, can't say anything about Fallout).
