Can't leave cell

I'm having a weird issue I've never had before where I can't leave any cell in Skyrim on any of my saves. If I try to leave a cell it starts the loading screen like normal and then ends, but then right away it loads again and throws me into the same cell I was in before loading. Does anyone have a fix for this?

 

(It started under Alternative Start - Live Another Life, where talking to Mara and then sleeping in the bed would just throw me back into the same cell, but the issue still persists even when I switch to another character having already talked to Mara and slept)

 

I disabled the mod and it's still happening, actually it lets me fast travel within cities only but I can't leave them. Is the main skyrim cell somehow broken?

You are saying that you cannot, e.g. leave the Bannered Mare or one of the shops in Whiterun?

What did you change between the time when you could move between cells and now?
