Any ideas what this might be?

I'm running a heavily modded Skyrim LE right now and I've worked out most of the kinks associated with heavily modded Skyrim but I've got one visual issue that I just can't seem to nail down. It happens randomly, it doesn't happen consistently but it seems to occur more often when I load a save file I made indoors.

 

Strange, blurry shadows appear (as if they were an overlay) on my screen. They move a little bit, as if I was staring at them from a distance, when I turn my camera and I can't really see them in daylight but as soon as night rolls around or I move into an interior or, god forbid, I go underwater, it turns a nightmare. I tried taking some screenshots but most of them turned out lousy and don't really highlight the issue I'm having but I managed to get a few.

And this is how things look when the bug happens. It doesn't look nearly as bad above water but I'm having trouble getting a good screenshot of that.

The weirdest part is it isn't consistent at all. I've played several times without this happening but I don't seem to have much control over this happening besides saving my game outside of buildings and even that isn't a guarantee. Is it my ENB? I'm using Rudy's. I've flipped all my ENB settings on and off to no avail so I'm starting to think it isn't. Here's my modlist: https://pastebin.com/sSPun0De

The first step should have been to turn off the ENB. Arsing about with individual settings is rather pointless until you establish whether the ENB is involved.

As @Grey Cloud said you don't know so turn off ENB not make changes to it and see what happens.... Also check game settings The physics of Skyrim can handle only so much then they start to break down shadow blobs, water goes green and all but unseeable < not a word but it works to describe the issue. Most physics of the game especially in LE  go to shitwhen frame rates go above 59fps all the above happens because of it including the animals floating in the air then falling. Mod and play to what the engine can handle.

That seems to be my issue, turning the ENB off didn't solve anything and I didn't seem to have the issue when I stripped my modlist. I guess I'll just live with it and restart the game when it happens lol. Thanks guys. Time to install Sexlab :^)
