Err... that's a weird way of putting it...

 

There's a setting to turn incest on: Relationship Settings -> Cheats -> Global Incest Switch.

In case you don't want the entire game affected you can just give the WW Incest Trait to certain sims.

Click on a sim, select Wicked/Personalization...

Then turn this setting ON: You find it relationship settings---relationship utilities:

Finally give the sims the "incest" wicked trait, and it should work.
