It's possible but would be a huge project. Note that changing the dialogue lines won't change what is spoken in the voicepack, which would need to be remade to take into account any changes.

 

xEdit is a modding program. The "x" in xEdit stands for what game it is for, there is an xEdit for each bethesda game. In this case it is SSEEdit.

You can use xEdit for manual edits to the plugin file. You can edit the highlighted section to change the dialogue-

There are over 800 dialogue lines so editing them by hand is too much effort for me, and I don't know how to make voicepacks to use the new dialogue.

Is there a way to modify in Xedit to exclude comments from NPCs about items like piercings and chastity belts that can be covered by clothing?  Even if the clothing I wear covers these devices, NPCs still make comments.
I have tried adding keywords like zad_nohide in the speech condition detection, but it seems to not work as I expected……

I didn't think to consieder if clothing would be visible, only if it was worn. It's been a while, so I can't remember if the game can check if a certain clothing slot is covered or not. If it can, then you'd need to identify which clothing slots would cover the devious items, and then add checks for those as dialogue conditions.

 

The condition checks for nudity check to see if the torso is covered. You should look for that condition and see how it works, and if it can be applied.

 

I'd takl a look at it, but I'm not modding Skyrim right now. I'll add it to my todo list, but don't expect that anytime soon. Might be months or years before I come back to Skyrim, if ever.

Maybe the comment's frequency is a bit too high, especially for follower, others than that it's a really good mod. I hope that in the future, someone with time can convert it into esl while fixing the mentioned audio bug and add a MCM menu to tweak the dialogue frequency for various actors too. Cheers
