You might have other mods installed without your language translation included.

Or outdated mods that need updating.

 

What happens when you click on those blank menus might tell you which mod is missing menus.

Or maybe they are just normal EA menus missing?

 

You could also try doing an Origin Repair.

 

Delete your localthumbcace.package in your TS4 folder whenever you add, remove, or update game or mods.
