You need to update your mods too, not just SKSE. If you were using 2.0.17 previously I don't see any reason for all these "couldn't load" messages. But you mention being over a year out of the loop, not sure if you even had 2.0.17 installed then. Most likely you were using 2.0.16 or even a previous SKSE release? Search for updates on all your mods and then go for SKSE 2.0.19. And if you want to follow Seijin advice (which I also recommend) you need to move your game install, this involves re-locating your Steam Library (or making a secondary library which is not so straightforward depending on drives/partitions...). So check that no other games/programs related to Steam are affected. After reinstalling the game/Steam outside of Program Files you'll need to either reinstall your mods through Vortex or configure Vortex to detect the new location for the game and let Vortex do its thing deploying the mod files into your new install (sorry, Vortex is not my forte).

They should be the newest ones i just got them off nexus but wehen i installed skes there no exe in the files.

If they're the latest version then your SKSE install isn't right. So you made another post to ask aboug the missing exe in your skse... You probably haven't installed SKSE properly. The exe is right there, you just don't have the setting to show all file extensions enabled. Check that you completed the install properly (I think you shouldn't even need to deal with the SKSE files, I'm almost certain Vortex can install SKSE as any other mod). Just don't forget to launch the game using the skse launcher.

You should totally check all the others (manually, because DD and SOS aren't in the Nexus so there is no way for Vortex to check if there are updates available, same for other LL mods) and I know for sure that these mods work with 2.0.19. Thus the only reason for these mods failing to load is you having an old/incompatible version. Bro, most of the mods failing to load are LE mods. These mods won't work in SE even if you pray to lord Todd really hard... Unless you changed them for the SE versions and are hiding that information. But as you didn't say the version numbers so others can check too, I trust you have everything under control.
