It's in the bag

Every NPC sim in my game has an Eco-Lifestyle paper bag on their head.  Other than voting it off, how do I get rid of it?  I already set the voting so it's user controlled, but I haven't been able to get rid of the bags.  Not sure what else to do & I'm sick of the sims faces being covered:(

This is part of a major issue with NAPs, that hasn't been properly fixed yet. Sims visiting different neighborhoods are forced to follow the active NAPs everywhere they go, so the game gives them stuff like these bags, a guitar or something else. The problem is, that these things can easily get stuck and stay with these Sims forever, potentially stacking up in their inventory out of nowhere (like those lumps of clay do).

Despite a patch adressing this, it is still present in the game - especially when playing rotationally with a couple of households. Luckily, there is a way to fix this, but it takes some time.

1) Disable NPC voting. You already did that, I'm just putting it here for future reference.

2) Remove ALL NAPs from ALL neighborhoods. As NAPs only seem to be a thing in neighborhoods where played Sims either live or own a business, you can safely skip non-residential areas and vacation worlds. However, Strangerville is affected just like every other world, despite the game stating that it's special. Strangerville just doesn't change its appearance, no matter what the eco footprint is like.

3) Download the fix by Basemental and follow the steps provided on the mod page. Link: https://modthesims.info/d/646194/basemental-stuck-n-a-p-s-fix.html

4) Play without NAPs. Most of them are broken and some are just a pain in the ass ("we want to reduce our water consumption, so we're turning off supply - but we're punishing you for using the water you collected with all this nice green tech around your house"). The "urban development" stuff for Evergreen Harbor seems to work fine, so these are probably the only two NAPs you can use without any problems - and only in the three neighborhoods they're made for.

Thank you very much for all of this useful information.  I Googled "Sims 4 disable NAPs" & I found a mod there that pretty much does the same thing.  It keeps the stupid NAPs like "steal other's stuff", "fight others for no reason" & the all important "wear a bag on your head for no reason" from affecting my game.  It's my fault for not reading the Eco-Lifestyle info all the way thru before buying it but your idea & mine are 2 solutions to this problem.  Thanks again:)
