Normal rules for setting them should be 100% and 0%, OR, 50% and 50%. New Y/A and adult sims are usually spawned at either 100/0 for M or F. Or at 0/0 for teens that just aged up for example and they will self adjust depending on their future interactions and whichever gender they converse with or have relations with. I've only ever seen one number go up at a time though. But yes it will also work when set to 100/100. Friendships and Romance with other sims might also make a difference.
