Not a serious issue, just curious. Water Ripple bug

Back when I was on Nexus I never got an answer to this question.  And it has recently popped up again.  Even when i played Skyrim on console, sometimes the water ripple was out of sync of my character.  I could be on land running around and there would be a ripple in nearby water some distance but always the same distance following me.  In this case there are 3, and I've never had multiple ones before.

 

It is a minor issue, but the prevalence outside of modding (since my console copy was totally unmodded) has me curious.  What causes this?  What causes it in general and what could cause more than one to show up?

I remember seeing this in Oblivion too. So my guess is some engine fuckery only Bethesda can deliver. I think I've seen these ripples moving even with free cam movements (TFC), so my guess is that point where the ripples begin should be tied to the player, at some point it gets out of sync and then it stays ahead of the character until a the game is closed/started again.

I remember in the console there were specific triggers and then it happened permanently to that file.  Specifically on Xbox 360, the first time the dragonborn entered Solstheim the ripple began.

 

Maybe I'll just go the Jojo route and assume the dragonborn is just a Hamon master lol.
