FPS Mystery?

I am a bit confused over 60FPS vs 30FPS capabilities in game. If I use 1910 x 1080 ,my game locks at 30FPS possible. If I use 2560 x 1440 (present setup), I am allowed 60FPS..I get great graphics, smooth gameplay, near crash free gaming at only about 17-20FPS out of 60FPS everywhere. No matter what performance/FPS mods that I might use, I am unable to improve on my 17-20FPS. yet my game operates near flawless. I read about near every gamer playing at 60FPS. How are you folks getting there. I had my computer built for gaming and still, what allows most to get 60FPS to my 30FPS escapes me..I should be content that I can play whenever and however long I want without the horror show glitches that some gamers endure on a daily basis. I just keep wondering if I am missing something I did not set up right in the beginning..Thanks..
