Religion/Culture not spreading

Not sure if a shattered world makes it so religion and culture just don't spread or if something else is screwy, but in a shattered world game I've had going for 78 years I've had one territory change religion to the Pre-reformation religion, and no changes in culture at all. First time I've seen this happen, and I've checked the options for spreading and they're all set to default.  Any ideas?

Does this in any way have to do with the forum you're on? Like, using one of the mods from here?

I do use a few mods from here, but non shattered worlds worked ok, until updating a mod broke those other worlds.  I more happened to be on this site and decided to ask here.  Fewer thoughtless replies, really

One potential difficulty could be the religion you have, and the one you're trying to replace.

 

Some religions have a bonus to resisting conversion, and some religions have a penalty in being able to convert others. If you've both (the one you're trying to replace having a special resistance to conversion - and yours having a penalty to converting others), then you're just going to have a rough go of it.

 

Outside of that, I've nothing special to offer. I usually play shattered world games, and sometimes I've no issues, other times I can go a generation or two before converting a single area.
