ok it says FNIS cannot find itself idk how to fix it

First, that isn't your load order because it isn't IN ORDER.

Second, posting FNIS output from the GenerateForUsers tool would help us to know what is happening.

Are you running the FNISGenerate tool through Mod Organizer?

EDIT:  Wait a sec.. maybe that is your load order... Jesus.  Run LOOT.

This thread should be moved to the right forum, ideally.

Did you extract the files into your Skyrim folder manually? Never do anything into your Data folder directly, always use your mod manager to install.
Install FNIS via MO and run it via MO, as Seijin8 suggested.

I very strongly encourage you to start with some beginners' tutorials & videos, as those will set you straight and avoid a thousand other questions that will come as you proceed.

Sorry I don't have any links to provide, but a Google/YouTube search should land you some great results.

Delete everything, start over with a tutorial on setting up Mod Organizer.

Skyrim modding is (sadly) not plug-and-play.  You need to lay a solid groundwork to avoid future problems.
