What is the mage apprentice quest?

please redirect if a proper forum exists.  Playing out the vanilla route of skyrim i found that the shock spell that was supposed to be in the torture cage was replaced with "annotated shock magic notes". i then get a quest called mage apprentice where it tells me to speak to farengar. doing so does nothing and im not sure what the point of the quest is.

When you have an item and do not know what mod added it, you can drop  it on the ground, open the console, and click on the item with your mouse. It should show (either upper left or bottom right, depending on what console mod you have installed) which mod added that item, NPC or world object.

If the quest isn't activated in SLdialogues, then the found book will do nothing.
