All skins for standard (human/elf/orc) races are the same.  Redguards and other "black" folks just get a darker color overlaid on it.

You can change skin tones in a number of ways.  There is a setting called "skin tone" for every NPC.  You should use the CK to change it because you will need to re-export their facegen or the head and rest of the body colors won't match.

Should be able to use race menu or ECE and during character creation change the characters skin color to black.
