Need Help: Vampire feed animation stops right after sarting

So i have reinstalled skyrim and redownloaded every single mod i was using that i wanted to keep. And i came across this weird issue which i cannot for the life of me seem to be able to resolve.

 

The feeding animation starts, then stops right after starting. Right when the player character raises his/her hands to start the paired animation. The npc also seems to ignore me, stopping for a little while and then keep doing what it was doing before.

 

I have run FNIS, LOOT, WryeBash, cleaned all mods that LOOT asked me to clean,sorted my load order a few times to no avail.

 

Any help would be appreciated.
