Completely loaded question

the most used is snapdragon BUT IT NO LOOK LIKE NO ON MY SCREEEN RRURURREEEEEEE WHY NO

Real simple. You don't have the same card and monitor as the screenshooter and you didn't save it in the same format.

Also real simple they have different settings than vanilla, and they aren't going to tell you those settings, because they like their shots being "better" than yours.

Anyways since you didn't remotely specify ANYTHING about what exactly you're looking for like as if someone if just supposed to psychically know that you'll put out on the first date if they hit you up with red wine and tiramisu:

The "Best enb" is a very subjective thing, even when it comes to characters. Different people like different things. Ask yourself what do you like? Find a screenshot you like, find its author, ask them about their modlist/enb.

If it doesn't look the same as reference screenshots, you need to tweak the enb. tweak your ini settings, Have appropriate lighting mods, Have appropriate body mods, subsurface scattering patches, body textures make a big difference. Framing matters. FOV matters. Shadows matter. Lighting setups and lighting directions matter. Weather mods matter. All of this contributes to what the screenshot will look like. It also depends If the person is using some other reshade etc. Also, some people like me do a bunch of post processing or editing in Photoshop after taking screenshots which helps.

Some random person here has posted something about different cards and monitors producing different screenshots. Hogwash. The person is talking out of their depth.

Different monitors produce different colour ranges and black levels but if you're comparing both screenshots on the same monitor it doesn't matter. It doesn't matter what monitor you're taking the screenshot on either, monitors dont affect the screenshot. Better monitors will show you a better colour range which is helpful while editing but that's it. That statement is laughable.

If your graphics card is powerful enough to run an enb at an appropriate framerate, the differences in screenshots between different gfx cards will be so negligible you wont notice it. The only reason the screenshots look different will be because your modlist, or game settings are different. How do I know? I've changed mulitple PCs while keeping the same/similar updated modlist. And about saving them in a different format, that's just for image quality, not what your character in game looks like and it barely even matters unless you're saving it in some extremely compressed jpeg format where it produces artifacts or loses details. It's a screenshot for God's sake, not a raw photography contest image. I'm starting to think it was failed sarcasm.

Experiment with different enbs until you find one that matches your taste. I, personally have always liked NLA/NLVA based enbs. Honestly, your best bet would be to try different enbs and tweak them in-game. For SSE, I think rudy-obsidian is a good combo or even Aequinoctium enb.
