My Quest is running but not showing up in the menu? [SOLVED]

I'm working on a mod at the moment and it involves a custom quest that I've dubbed "Dibella's Shame".

I know that the quest is running because the dialogue and scripts I've written in it are working, but it doesn't show up in the quest menu and I don't get any "Quest Discovered" or "Quest Progression" notifications when it advances. (I have confirmed that the quest stages do advance when they're supposed to.)
I'm tearing my hair out at this point and can't find why it won't show for the life of me, so after a quick search through technical support netted me nothing, here I am hoping someone more experienced than I can help me figure this out.

(By "menu" I mean the quest menu and not an MCM menu.)

Am I just an idiot and missing something really obvious?
I've attached screen grabs of the option pages that I think are relevant, if you need a look at any other window then just let me know.

Those are the pages I've been using up until this point to learn the core of custom quest-making, unfortunately. Nothing in there has helped me figure this out so far.

If SetObjectiveDisplayed isn't making your quest show up in the game journal then I don't know what to tell you.  Try using a save from before you started testing the mod.
