Constant random CTDs for F:NV

I had this set up perfectly at one point but thanks to being forced to reinstall windows, I lost it all. Now I'm encountering CTDs at random intervals.  I have NVAC about as well as I can have it set up, I could only add the dll file because NMM won't read the mod as a whole for some reason, I have ENBoost but I don't have it set up the way S.T.E.P. says to because I had to add a several lines into the .ini and that caused the frequency for the crashes to increase dramatically. I have 4GB added and have both ENBoost and the 4GB to run with the Steam launcher, at least as far as I can tell. I added this to the launch commands "-laaexe .exesFalloutNV.exe -extradll d3d9.dll" But it still keeps crashing. If anyone can help, I would immensely appreciate it. I've included my load order down below. If I'm missing anything, please let me know and I will add it to the best of my ability.

Use FOMM (fallout mod manager) instead of NMM as NMM tends to not install/uninstall things correctly.
