The bangs is somewhat Kaine

 

But the Sidetail Long Ponytail is definitely Vin Damaged Feather Mix.

 

 

 

There is a hair like that in Tullius Hair Pack 2, the combination of 2 - Kaine Bangs and Vin Damaged Side Ponytail which is no longer available in any Tullius Hair/Wig Pack 3.

Maybe because the Erika SMP/Hair/Wig somewhat look like that. I use Erika Wig below.

In-game number depends on your load order.  Look at the bottom-right corner while changing the hairstyle till you see the "Tulius **.esp" and, then, look for the name of the hairstyle you want.

its part of the reason why I asked since I assumed it was the in game value. I used the tulius values since regardless of load order, the number that tulius would give it would virtually be absolute
