I fail to see how this is a tutorial. This looks more like... 'Look, I can make a pretty character' so watch me.

 

You're better off practicing. Trial and error eventually leads to accomplishment.

you can extract head mesh and texture skin from folower and use them also use the same enb

ENB and skin texture (and tintmask) can make a real difference between an average character and a good one

I've been doing a lot of character creating lately and agree with Kniff. Honestly, it's enb +skin textures that do most the work. But, as stated above, you can just copy the headgen files from any follower and import it to racemenu and edit away. Here's a quick video tutorial. Fair skin seems to be the best for creating characters like the one you mentioned. Also you want mods like facelight, quicklight, and even railights. Lighting makes a big difference on how characters looks and it's much easier to make them look amazing for screenshots.
