Currently MP3 isn't supported for animations I believe, Although it's supported via the music players in game when placing custom music in your game folder so it may not be impossible, The shortest route maybe to figure out what format is currently used for playing voices (sound events) and try replacing the files with your chosen sounds, When custom videos were added it was necessary for them to match the duration of the vids that they replaced or the game would crash, This could potentially be a factor here too, I'm no expert so this is pure speculation and I wish you luck!

I am actually working on a small tool to create custom sound events and import WAV and MP3 files but I haven't had time to finish it yet, I got the sound player up and running but the cloning part isn't working yet, I hope I will find some time to complete the tool soon.

Thanks! I'm trying to replace default vanilla bed woohoo scene sound. Maybe i should instead start creating my own animations and then inject required sounds in it ?

It should not be necessary to create your own animations, you should be able to just replace the audio recordings, in fact TS3 and TS4 use the same EA Layer3 format I think so you just export from TS3 and import into TS4. Finding out which resources to replace is another matter however, none of the audio resources in TS4 have any names stored which can make it a bit hard to navigate as the base game alone has over 140000 audio recordings. As for woohoo sound events, there seem to be quite a few, I guess you will have to experiment a bit:
