In this case you would need to separate the bottom garment from the body, then make it larger by adding extra vertices and that would stretch the textures so that needs dealing with, also it will require new bone paint and morphs, this would be the hardest part. After that you’ll have to replace a collar or any other accessory that uses morphs with the skirt, that should be it. Just remember the game degrades the texture from accessories the more you stack on your sim.
